This is just yet another one of his yearly statements. It's in the same category as; "This year I'm gonna hire help to increase development speed.".
Billion dollar franchises with their AAA developers and hundreds if not thousands of employees are unable to make their games pirate-proof, but L&P is obviously better. He's the best, and every single one of his statements has turned out to be the truth. He would never lie, and this statement of his is totally not him being salty. It's all real and true.
The latest $45 "teaser" was totally worth it, no? Dylan vs. Ellie in a staring contest. HOLY MOLY!

You were interested enough in it to check the credits screen, so why didn't you complain/demand this developer?
It was your right.
And this became further evidence of this developer's insincerity and irresponsibility.

You can dispute credit card charges.
Much harder if it's on a debit, as that comes directly out of your checking. And i would never want something like Paypal pointed directly at my checking for that reason.
Unless he plans to imbed some custom file that he is then going to keep a database on to cross-reference every download with every sub, then it seems all the one that wants to upload it to pirate sites would need to do is unzip/rezip, and you've just changed its digital fingerprint.
And even if he *did* imbed some custom thing to track it, what's to stop them from just making a new Patreon account?
Either way, sounds like a lot of talk and empty promises, to which like everything else from this dude, believe if when we see it.
